Black opened his first Waterloo store in 1894. In 1914,
he built this eight-story building, the multi-floor department
store in the city. Retail business occupied the fifth floor
and the basement. There was a tearoom on the top floor;
the other floors contained offices. As a department store,
it closed in 1981. |
